Foreign Military Financing (FMF)
OSS Defense LLC will buy, sell, or transfer defense articles and services via sale, lease, or grant, in furtherance of the United States of America’s national security and foreign policy objectives. This includes the Foreign Military Financing program as well as other programs specifically designed to address and expedite international partners’ urgent or emerging requirements or capability gaps.
Foreign Military Financing (FMF) enables OSS Defense LLC and eligible partner nations to purchase U.S. defense articles, services, and training through the foreign military financing of direct commercial contracts (FMF/DCC) program (Also DCC Guidelines).
The Secretary of State determines which countries will receive FMF, along with respective FMF amounts. The Secretary of Defense executes FMF programs and issues grants and loans to eligible recipients in accordance with the AECA.
FMF is a source of financing and may provide to a foreign country either a grant (non-repayable) or a direct guaranteed loan basis.
- Excess Defense Articles (EDA)
The Excess Defense Articles (EDA) transfers excess defense equipment to foreign governments or international organizations. It is typically used for the modernization of partner forces. Excess defense articles provided to a partner nation at a reduced price (based on the condition of the equipment) or as a grant. Partner nations pay for packing, crating, handling, and transportation (PCH&T), as well as refurbishment if applicable – EDA is “as is, where is”.
Excess Defense Articles are defined in the Foreign Assistance Act (FAA) as amended, section 644(g), as:
“…the quantity of defense articles (other than construction equipment, including tractors, scrapers, loaders, graders, bulldozers, dump trucks, generators, and compressors) owned by the United States Government, and not procured in anticipation of military assistance or sales requirements, or pursuant to a military assistance or sales order, which is in excess of the Approved Force Acquisition Objective and Approved Force Retention Stock of all Department of Defense Components at the time such articles are dropped from inventory by the supplying agency for delivery to countries or international organizations under this Act.“
- Defense Trade Shows
International defense trade shows include events that are held outside the United States that are organized primarily for the sale of aerospace and other defense products. OSS Defense LLC or Affiliates participation includes:
The static display or demonstration of equipment (aerial or live)
Personnel tasked with the support and security of defense equipment provided to the show
Senior Management leadership that travels to the trade show will be for the explicit purpose of promoting defense articles or products, meeting with World industry leadership, meeting with foreign defense leadership, or fulfilling an official role as a speaker or panel member
U.S. DSCA also sponsors, at select defense trade shows, a DoD Security Cooperation exhibit booth, which serves to educate the general public about the Security Cooperation mission, workforce, and programs.
